Mayor Bradley’s Proposal for Mandatory Water Rationing
In 1943 each American submarine had two small battery-powered stills that turned ocean water into fresh water at a rate of 1,000 gallons a day.
Forty-seven years later California--with more than 1,000 miles of coastline and solar energy the majority of the year--has to resort to water rationing. In fact, Santa Barbara residents have taken to dying their grass green because they are banned from watering their lawns!
Can someone tell me what the heck is going on?
