Orange Budget Plan Puts High Priority on Anti-Gang Effort

A gang unit for the Police Department is a priority for the next fiscal year, according to the city’s proposed budget of $80.5 million for 1990-91.

The Police Department is slated to receive more personnel funding than any other city department, adding eight new staff positions at a cost of about $350,000. Salaries for two gang detectives will cost a total of $94,634.

“We’ve got 10 active gangs operating in our city right now, and we feel strongly that the membership is growing,” Police Chief Michael D. Parker said.

The proposal also recommends expanding to full time two positions that handle graffiti cleanup.

This year’s budget shows a nearly 16% increase in revenue over the last fiscal year, said Scott Morgan, spokesman for the city manager’s office. Expenses are up 19%, to $79.1 million.

About one-third of the budget is slated for capital improvements, Morgan said, including $1.1 million for a new fire station to be built in the city’s northeast sector.

The budget also includes $416,000 for relocating the main library and $403,000 for dispatch communications equipment at the new police administration center scheduled to open in December. The budget proposes spending $750,000 for street maintenance.

The council will vote on the budget following a public hearing June 19.
