LOCAL : INS Agent Faces 9 Additional Kidnaping, Assault Charges

Nine more charges involving the alleged kidnaping and assault of three more women were filed today against an Immigration and Naturalization Service agent accused of abducting illegal aliens off streets in the San Fernando Valley and threatening to deport them unless they had sex with him.

The latest charges bring the total to 17 against James Edward Riley. Included are allegations that he raped a woman after conducting an unauthorized, one-man “raid” at gunpoint on a Van Nuys bar. As illegal aliens ran out the bar’s back door, Riley grabbed a 24-year-old woman and then abducted and raped her, authorities said.

The county district attorney’s office charged Riley, 32, with three counts of kidnaping, three counts of rape and one count each of forced oral copulation, attempted forced oral copulation and assault with intent to commit rape. The charges accuse Riley of using his position as a federal agent to commit the crimes, which allegedly occurred in August and November, 1989, and in January of this year.

Riley entered a plea of not guilty to the charges.
