County Urged to Create Top Management Post
A panel Monday recommended that Los Angeles County revise the duties of the chief administrative officer to give the county’s top executive official greater powers.
The Economy and Efficiency Commission voted 12-8 to recommend that the Board of Supervisors look into establishing the post of county manager. The supervisors would have to approve the plan by July 31 to get the proposal on the November ballot. Last week, the commission cited a lack of central leadership as the main reason to change the system.
Chief Administrative Officer Richard B. Dixon currently has no power to hire or fire top management officials, so he cannot be held accountable for the performance of the county’s department heads, commission members said.
Also, all department heads report to the Board of Supervisors, making department chiefs subject to political considerations when they come before the board, a report states.
