ACTIVE MARKET: To widen Pacific Coast Highway in Huntington Beach, Caltrans is buying back two acres of sand dunes that it sold only a few weeks ago. . . . The transaction extends back to the 1960s, when the land was bought for the Pacific Coast Freeway. Opposition killed the freeway in the ‘70s, and the original owner successfully sued for return of the land. . . . Escrow closed this spring only weeks before the Coastal Commission ordered that the land be reacquired to buffer the highway from bird nesting areas.
