Judge Denies Bid for Environmental Report
A Superior Court judge refused to order an environmental impact report Thursday for an 83-house development in Topanga Canyon, despite allegations that recent changes in the project warranted more careful study.
Superior Court Judge John Zebrowski ruled that none of the changes that have been made in the project since its initial approval by the county in 1988 are substantial enough to warrant an environmental impact report, said attorney Joshua Rosen, who represents Grupe Developers.
The EIR was sought by members of the Topanga Assn. for a Scenic Community, whose representatives have tried repeatedly to halt the project. In March, the group appealed to Zebrowski to halt construction on the grounds it would destroy American Indian archeological sites.
About 80% of the grading on the project has been completed, Rosen said.
