United States Involvement in Mideast

In all of the news reporting about the gulf crisis that has gone on I have not heard even one reminder that the power to declare war is vested only in Congress, and not in the office of the President.
President Bush has redeployed thousands of American troops but he has not attempted to convene Congress (as he the right and power to do), which means that the use of American forces within Iraq itself would be in direct violation of the Constitution.
