Semantics
If a declared blockade is an act of war according to international law, we simply call it an interdiction (a term that means an ecclesiastical or legal prohibition), and so preserve peace.
But what next? Should we excommunicate Iraqi tankers with missiles or censure them with artillery? Damn the semantics and full speed ahead!
