Quarterback Rusty Hilger, the former Raider who hasn’t thrown a regular-season pass since 1988, was signed Wednesday by the Indianapolis Colts. Hilger fills a vacancy on the roster created when Jack Trudeau suffered a season-ending knee injury in Sunday’s 27-7 loss to Miami. . . . Tampa Bay Buccaneer owner Hugh Culverhouse says Ray Perkins will return as coach in 1991 regardless of how many games the team wins the second half of this season.
