The Forest Service’s attitude toward public hazards may not be entirely due to indifference. Rather, the lack of responsiveness to public safety could be explained by an overall resistance to change. Agency decision-makers generally prefer the status quo. Consequently, the public’s most effective means to initiate change is through legislation or litigation.
