HUNTINGTON BEACH : Council Restricts Posting of Handbills
The City Council this week adopted an ordinance banning the distribution of handbills on vehicles and restricting such advertising at residences and businesses.
The law, which becomes effective Dec. 19, comes in response to complaints that such advertisements often end up as litter strewn throughout parking lots and streets, officials said.
The ordinance forbids anyone’s placing a handbill anywhere on a vehicle and requires that door-to-door advertisers clip or otherwise fasten flyers to doors or railings.
The law also requires that other flyers be removed before a new one is left, discouraging the accumulation of advertising handouts that officials say may tip off prowlers that a home or business is vacant.
The firm sponsoring the flyer, not the person handing it out, will be subject to the new law.
The law, applies only to private property and is similar to those in many other Orange County cities.
