Diamond Bar Picks Nardella

Attorney Don Nardella was named Tuesday to fill the council seat vacated by Paul V. Horcher, who was elected last month to the state Assembly.

The City Council, voting 3 to 1, appointed Nardella to a term that expires in November, 1991. Nardella , 41, serves on the city’s Parks and Recreation Commission and is a member of the Diamond Bar Chamber of Commerce.

He has said that he advocates controlled growth and that the city’s most pressing issue is handling its trash disposal.

Nardella, who was nominated by Mayor Pro Tem John Forbing, was picked after no consensus could be reached on five other candidates proposed by council members. The only dissent came from Councilwoman Phyllis Papen, who said there should have been an election to fill the seat.

“In this instance, we have not government by the people, we have government by the buddy system,” Papen said Wednesday. “I disagreed with the entire process. This has nothing to say about Mr. Nardella, nothing to do with him personally.”

Forbing and Mayor Gary Werner said holding an election would have been too costly, especially since the term for Horcher’s replacement expires next fall. “The people picked us to make a decision like this,” Forbing said.

Nardella said he views his new position as “a wonderful opportunity.”
