POLS AND POLLS: The 1,000-member South Orange County Chamber of Commerce finished its endorsement list of council candidates in El Toro and Laguna Hills this week and in the process backed cityhood for both communities in the March 5 elections. . . . Politicians say the fragmented nature of unincorporated areas makes the chamber backing important. One executive boasts that the business group has a “really good track record” on endorsements, but all three chamber-backed candidates in Mission Viejo lost last November.
