The problem is the result of long-term neglect of the people living in South-Central Los Angeles and communities like it. There are too many people who are uninsured, too many people who are medically indigent and too few health resources. Additionally, health-care services to these areas have been too low on the priority lists of public policy-makers. The story is an old story that continues to be retold in shocking ways.

Neglect begins with the underfunding of preventive health services such as immunization.

As I recall some of the information in the study, there are clear indications that early intervention would prevent certain kinds of hospitalization, and early intervention services are currently not available on any large scale. The problem will not be solved until health care has the same urgency as some of the geopolitical, international problems.
