Soviet officials “disqualified, suspended or punished in other ways 54 athletes last year for doping,” according to Vasily Gromyko, a deputy sports minister.

Among those caught in the testing spurred by a 1989 U.S.-Soviet agreement were high jumper Tamara Bykova and heptathlete Larisa Nikitina. Both tested positive during last summer’s Goodwill Games.
