GARBAGE IN: Among the lesser-known vigilantes are the hawkeyes who make sure only county residents dump their garbage at county landfills. Supervisors approved an increase in landfill fees Tuesday, with one, Gaddi H. Vasquez, concerned about out-of-towners. “I would hate to think that haulers are driving all the way from Los Angeles County to dump their trash here in Orange County,” he said. . . . County workers said they watch for across-the-border trucks, but Vasquez wants to see whether miscreants can be fined.
