U.S.-Japan Chip Talks Stalled: Major obstacles remain to finalizing a new U.S.-Japan trade pact on microchips after an inconclusive round of talks in Washington over the weekend, a Japanese trade official said. The official said Tokyo and Washington differ over measures to halt chip dumping in countries outside the United States and Japan. They also disagree over what statistics should be used to measure foreign market share in Japan, and over Japan’s demand that Washington lift sanctions imposed in retaliation for Tokyo’s alleged failure to live up to a 1986 chip pact, which expires in July.
