Anaheim Hires Lawyer for Talks on Westcot Deal

A Los Angeles law firm was hired by the City Council on Tuesday to head up negotiations with Disney Co. officials on the company’s planned $3-billion Westcot Center expansion.

In a unanimous vote, the council approved the hiring of attorney Thomas F. Winfield III at a rate of $250 per hour. Winfield, with the law firm of Brown, Winfield & Canzoneri, will join Deputy City Manager Tom Wood as the city’s representatives in negotiations with Disney.

Talks with the entertainment company are expected to last several months and should determine how much public money will be needed to complete the project, which was announced last week.

Disney executives have said they want the city to acquire at least 50 acres and build three off-site parking garages that would accommodate up to 28,000 vehicles. More public money will probably be needed to build ramps off the Santa Ana Freeway into the parking structures as designated in the Disney master plan.

A schedule for the negotiations has not yet been established.
