Here are the 18 candidates and the five ballot measures that appear on the Los Angeles city ballot. Descriptions are the candidates’ own.

BALLOT MEASURES

Proposition 1

A $298.8-million bond measure for improvements in city parks and recreational facilities. Would be financed through property tax increase averaging $13.20 per year.

Proposition 2

Graffiti prevention tax, a levy of 10 cents per can on the retail sale of aerosol spray-paint containers and 5 cents on the retail sale of felt-tipped markers and other marking instruments. The money would be used to pay for the removal and prevention of graffiti.

Proposition 3

Would amend the City Charter to permit the replacement of incapacitated elected officials. Prompted by the lingering illness of the late Councilman Gilbert Lindsay.

Proposition 4

Would extend the city’s anti-apartheid contracting policy to cover competitively bid bond contracts awarded by all city departments. Bond contracts awarded by semi-autonomous departments such as the airport were not covered under a previous anti-apartheid measure.

Proposition 5

Would give the City Council greater control over the city’s independent boards and commissions. Would allow council to review decisions of the boards and commissions, appointed by the mayor.
