SANTA ANA : Hearing Delayed on Area’s Incorporation

A public hearing on the incorporation of North Tustin has been postponed until July 17 because the state has not finished reviewing a financial report.
Jim Colangelo, executive director of the Local Agency Formation Commission, said his office is still waiting for the state controller’s office to complete its study of a financial feasibility report on the proposed city.
That report, paid for by cityhood advocates, states that the new city would be financially stable if voters simultaneously approved a utility users tax. But anti-cityhood forces challenged many figures in the report, and Tustin officials requested a state review.
Although about 200 people turned out in April for an emotional public hearing on the proposed incorporation, things have been quiet lately, Colangelo said.
“It’s like the calm before the storm. It’s so calm that you think it’s going to be a really good storm,” he said.
The public hearing originally scheduled for June 19 will be held at 2 p.m. July 17 in the Board of Supervisors’ hearing room in the county Hall of Administration.
