EVEN STEVEN: County supervisors are beginning the dicey task of evening up their five districts, with Thomas F. Riley giving up the most. . . . The law requires adjusting supervisorial boundaries after each census to make sure they are equal in population. Riley needs to lose 59,844 people and Harriett M. Wieder will pick up 71,366. But all five supervisors will be affected. Balancing the numbers is easy, but look for turf battles when the lines are drawn.
