The Chamber of Commerce has named Helen Walker, an Orange native and active community volunteer, as its 1990 Citizen of the Year.

Soroptimist International of Orange, which nominated Walker for the honor, received a $3,000 award from the city for doing so. A committee of past award winners selected Walker, 58, from among about 20 nominees for her long service to the community.

Walker, an administrative assistant at Orange National Bank in Old Towne, was elected president of Soroptimist International last month. She has also served on the executive board of the Women’s Club, as president of the Palmyra Elementary School Parent-Teacher Assn. and as a volunteer for Orange Elderly Services, the Orange County YWCA and other groups.

Reinking, an Orange native, has practiced business and real-estate law in Orange County since 1979 and joined the Chamber of Commerce in 1984. He was elected to its board of directors in 1986 and served as vice president of public policy.

Reinking has also served as executive director of the Miss Orange Pageant and is a board member of the Vantage Foundation, a nonprofit organization that aids mentally disabled youth. Reinking earned his law degree from Western State University in Fullerton.
