Digital Recording Accord Announced: Consumer electronics manufacturers and music industry representatives announced that they have reached an agreement on royalty payments for digital home-recording equipment. The agreement, embodied in a legislative proposal that must be passed by Congress, ends a 4-year-old battle over digital audio tape. It also clears the way for the introduction next year of two new digital recording formats.
