TV Roundup: Dr. Dean Edell, who has been giving medical reports on KABC-TV for the last four years, will move over to KNBC-TV starting Monday, where he will be featured on the 4 p.m. Channel 4 News. . . . NBC News correspondent Arthur Kent, who attracted a large following during his reporting of the Gulf War, will get big-time front-line exposure when he subs for Bryant Gumbel on “Today” the week of Aug. 12 and then fills in for Tom Brokaw on the “Nightly News” the weeks of Aug. 19 and Aug. 26.
