From Times Staff and Wire Reports

For the second time in a week, a federal judge has ordered the U. S. government to turn over to California lawmakers adjusted census figures that would boost the official count of the state’s population by more than 1.1 million. Siding with the state Assembly, U. S. District Judge William B. Shubb ordered the U. S. Department of Commerce to release computer tapes that contain numbers reflecting the government’s estimate of how many people were missed by the official 1990 census. In a parallel case last week, U. S. District Judge Consuelo B. Marshall ordered the Commerce Department to turn the data over to the state Senate. That decision was stayed by a federal appeals court, and an Assembly lawyer said he expected Shubb’s order to be delayed as well.
