Hong Kong residents, meanwhile, go to the polls Sunday in what is seen as a key test of popular attitudes toward China. For the first time, voters will be able to directly choose 18 out of 60 members of the Legislative Council.

Twenty-one additional seats are to be filled by occupational groups choosing legislators through a limited franchise. The remaining seats go to appointees and top government officials.

One leading party, the United Democrats of Hong Kong, calls for rapid democratic reforms in both Hong Kong and China. The other major party, the Liberal Democratic Federation, is seen as favoring a non-confrontational relationship with the Communist government in Beijing.
