BOOK ‘EM: One reason that so many people are so late in returning books to their libraries, librarians believe, is because the 10-cent-per-day fine doesn’t have enough sting. . . . So in a crackdown approved by county supervisors Tuesday, the punishment for tardy books will be doubled on Nov. 1, to 20 cents per day. . . . “The point,” County Librarian John Adams says, “is to give people an incentive to bring the materials back.”
