SANTA ANA : Police Ask for Help in Locating Suspect

Police are asking for help in finding a man who allegedly shot two men in their elbows and knees after they made racial slurs about him.

Kevin Travis Carter, 20, is wanted for the Aug. 26 attack and may have been involved in previous violence, said Maureen Haacker, Santa Ana police spokeswoman.

Haacker said the two men, who were not named, were in their car when they “made a racial statement to Carter. The suspect became angered and shot the men intentionally in their knees and elbows at close range.” She said Carter also fired several shots at the fleeing car.

Carter is believed to be hiding at locations in Orange and Riverside counties, she said.

“Carter is considered armed and dangerous and should not be approached,” Haacker said.

Carter is black, 5-foot-3, 130 pounds, with brown hair and dark eyes. At the time of the shooting, his hair was dyed orange or blond. However, he may have dyed it to its original brown, police said.

Carter has used aliases such as Kevin Melendrez, Albert Melendrez and Margarito Reyes, Haacker said. Anyone with information is asked to call Santa Ana police at (714) 647-5165 during business hours or (714) 647-5070 after hours.
