From Times Staff and Wire Reports

The United States ruled out immediately reopening a dialogue with the Palestine Liberation Organization, even though Abul Abbas, an accused terrorist, has been removed from the group’s executive committee. But the U.S. State Department reacted positively to the PLO’s apparent endorsement of Mideast peace talks. The United States ended a dialogue with the PLO in June, 1990, after a radical PLO faction staged an abortive raid on Israeli beaches. Bush called for the PLO to discipline the radical Abbas, accused of leading the raid.
