2 Dymally Aides Fined for Campaign Violations

Levying its second stiffest penalty ever, the California Fair Political Practices Commission on Wednesday fined two aides to U.S. Rep. Mervyn M. Dymally (D-Compton) a total of $187,500 for campaign violations committed when one of the aides ran for the Los Angeles City Council.

The FPPC charged that Kenneth Orduna, an unsuccessful candidate for the 10th District seat in 1987, and Lonnie Sanders, his campaign treasurer, were guilty of 134 campaign law violations. The most serious involved efforts to skirt the contribution limit of $500 per person. Panel chairman Ben Davidian said that the case featured some “of the most serious and flagrant violations” the FPPC has encountered.

Neither Orduna nor Sanders could be reached for comment. But Dymally denounced the fines as racist. He questioned why the two, who are black, were fined far more than the $30,000 that former San Diego Mayor Roger Hedgecock was assessed in settling a FPPC lawsuit against him.
