New Land-Use Policies Approved

The Torrance City Council on Tuesday unanimously endorsed new land-use objectives and policies, after months of staff study and public debate on revising the city’s General Plan.

The revisions include directives that city planners prepare new guidelines both for regulating mixed-use residential and commercial development and the construction of parking structures in largely residential areas.

Another policy would require the city to help large employers find housing for their workers. Mayor Katy Geissert said that policy may lead to the city’s helping arrange home loans or down payments for companies with large work forces.

City planners will fine-tune the proposed land-use element of the General Plan before it is returned to the council for final action. Guidelines dealing with safety, conservation and transportation must also be completed before the council can approve the entire General Plan.

The General Plan, a document required by the state, consists of guidelines for the overall development and future character of the city. The land-use element deals with zoning regulations and construction guidelines.
