Milwaukee police officers discriminated against minorities and homosexuals and need sensitivity training, according to a mayoral commission that studied the handling of mass murder suspect Jeffrey L. Dahmer’s case. The panel said it found examples in which officers displayed “racist and homophobic attitudes” and selectively enforced laws. The commission’s report said the “unacceptable behavior” was committed by patrol officers and their supervising sergeants. The Milwaukee police department was bitterly criticized after it was disclosed that officers had ignored black neighbors’ complaints about Dahmer, who is white, and failed to arrest him after he was found with a naked Laotian boy last May.
