COIN STUFFING: The bad news: Santa Ana is adding more downtown parking meters. The good news: You don’t have to pay at night and on Sundays--even though many people do. The city makes about $300,000 a year from its meters, which traffic official Roger Kooi explains is far more than expected. . . . “People pump money into them on Sundays, when we don’t require it, and off-hours during the week,” he explains. “If people ever wake up and read the instructions right, it will cost us a fortune.”
