BUILDING TALL: The Long Beach City Council Tuesday will consider ordinance changes to clear the way for construction of what would be the tallest building in Long Beach, a 35-story luxury condominium project on a downtown stretch of Ocean Boulevard. The council meets at 9 a.m. at City Hall.

HALLOWEEN CARNIVAL: The City of Norwalk is staging its annual Halloween carnival Thursday night on the Civic Center lawn at the corner of Norwalk Boulevard and Imperial Highway. The carnival will run from 4 p.m. to 9:30 p.m.
