LAKE FOREST : Council-Elect Names 1st City Manager

Gaylord Knapp, the former top executive in Cerritos, was named Lake Forest’s first city manager Thursday by the City Council-elect.

Knapp managed the city of Cerritos in Los Angeles County for 18 years until he was fired last March. Knapp’s management style while in Cerritos had become the subject of criticism before his dismissal.

Despite this, city officials said Knapp easily passed muster with the newly elected council, who were impressed with, among other things, Knapp’s financial expertise.

“We did our checking on what happened there and got very strong, complimentary recommendations on him,” said Dan Miller, Lake Forest’s interim city manager. “I think that after 18 years, (Cerritos) needed a fresh approach” on running the city.

Cerritos officials confirmed there had been conflicts between the council and Knapp on policy-making issues. But some Cerritos council members said they felt no animosity.

“We certainly wish him well,” Cerritos Councilwoman Ann Joynt said. “He is truly an expert in new city development. He has a lot to give Lake Forest.”

Knapp boosters and detractors alike credit him with transforming Cerritos from a sleepy dairy town to a financially vibrant city with large cash reserves. Knapp used state redevelopment laws to attract businesses to the city.

“Among city managers, I consider him a financial genius,” said Lake Forest Councilman-elect Richard Dixon. “If we get off to a poor start financially, it’s really going to hurt us five, 10, 20 years down the road. I’m excited about landing a city manager of his experience and quality.”

Dixon said Knapp has already acquainted himself with the city.

“He even knew streets that I wasn’t aware of, and I live here,” Dixon said.

The council-elect moved quickly to hire Knapp after their first choice, Mission Viejo City Manager Fred Sorsabal, decided to remain in Mission Viejo.

Knapp will receive an annual $108,000 salary, a $450 monthly car allowance and 40 days paid vacation. He will work as a city consultant for Lake Forest until he takes office Jan. 1.
