* Frank Kelly has been promoted to president, creative affairs and first-run programming at Paramount Domestic Television, Hollywood, a part of the entertainment operations of Paramount Communications Inc. Kelly, who had been executive vice president of the division, will expand his duties at the film studio to include development of non-prime-time programs for the networks, in addition to overseeing Paramount’s investment in Zenith Productions, a United Kingdom-based independent producer.

Separately, Dan Fauci has been named vice president of development for the network television division of Paramount Pictures.

Fauci was most recently president of Dan Fauci Productions.
