Los Angeles Animal Care and Control Centers will waive city adoption fees for homeless cats and dogs at the shelters Tuesday. The normal adoption fees range from $9.07 to $11.74 for dogs and $5.87 to $8.54 for cats. The centers are waiving the fees to encourage residents to adopt pets before the holiday season to give the pets time to adjust to new homes. The city also reduced its dog license fee for the first year from $18 to $8.50 for dogs adopted on Tuesday. A state-required deposit of $14 for male and $20 for female cats and dogs will be refunded after the pet is spayed or neutered. The six centers are open 8 a.m. to 5 p.m. and include: East Valley Center, 13131 Sherman Way, North Hollywood; West Valley Center, 20633 Plummer St., Chatsworth; North Central Center, 3201 Lacy St., Los Angeles; South Central Center, 3612 11th Ave., Los Angeles; West Los Angeles Center, 11930 Missouri Ave., West Los Angeles, and Harbor Center, 735 Battery St., San Pedro.

The Bal de Noel, a black-tie dinner and dance to raise funds for community charities, will be held Dec. 7. The 32nd annual event, sponsored by the Burbank Chapter of the National Charity League, is a benefit for St. Joseph’s Children’s Dental Clinic, the Burbank Temporary Aid Center and other groups. The league is a philanthropic organization that involves mothers and daughters in grades 7 through 12 in volunteer work with nonprofit community groups. Admission to this year’s dinner dance “The Spirit of Christmas” is $120 per couple, with reservations required. Cocktails are at 7 p.m., followed by dinner and dancing in the Academy Ballroom, Burbank Airport Hilton Hotel, 2500 N. Hollywood Way. For further information, call (818) 768-5846.

An Introduction to Escrow Basics, a seminar for people interested in a career change, will be presented Dec. 7 by the nonprofit Homeland Building & Loan Ltd. Based in Valencia, the group is involved in providing affordable housing and financing. The seminar from 9 a.m. to 1 p.m. will be held at the Sportsman’s Lodge Hotel, 12825 Ventura Blvd., Studio City. The fee, which includes a textbook and forms, is $78. The Sylmar Woman’s Club will hold its annual Christmas luncheon and holiday boutique Dec. 7 to raise funds for its scholarship program with Sylmar High School and Los Angeles Mission College. The club awarded $5,300 in academic and vocational scholarships during the 1989-90 school year. The boutique, where 40 crafts people will sell handmade items, opens at 10 a.m. with lunch served at 11:45 a.m. The benefit will be held in the Odyssey Restaurant’s Apollo Room, 15600 Midwood Drive, Granada Hills.
