Imelda Marcos, former Philippine first lady who is running for president in elections scheduled for May, was arrested today on charges that she illegally kept money abroad in three Swiss bank accounts, witnesses said.

Marcos, who faces 54 criminal and civil suits in all, was detained after emerging from her $2,000-a-day suite at the Philippine Plaza Hotel on the seafront. The 62-year-old widow of ousted dictator Ferdinand E. Marcos had failed to post bail and was led away by 10 uniformed policemen.

She and her late husband are accused of stealing up to $5 billion from the Philippines during their 20-year rule.
