TOO MUCH ADVICE? Orange County environmentalists are bringing in heavy artillery in a bid to stop construction of the San Joaquin tollway. . . . Their main speaker for a Feb. 29 rally in Laguna Canyon is Dave Foreman, co-founder of the radical environmental group “Earth First!” He’s known for advocating “monkeywrenching,” ecological sabotage such as removing surveyor stakes from road projects or burning bulldozers.
