South Pasadena : Historic Landmark Power

The City Council last week strengthened the Cultural Heritage Commission’s authority to preserve South Pasadena’s historic structures and districts.

Under revised guidelines that take effect in 30 days, the five-member commission can recommend that a home or building be designated a historic landmark against the wishes of the owner. The council has the final vote in the matter.

The amended ordinance also requires that any neighborhood seeking designation as a historic district have the support of a majority of the affected homeowners.

The measure was approved in a 4-1 vote, with Councilman James S. Woollacott Jr. dissenting. Woollacott said property owners should have the right to decide whether they want their homes declared historic landmarks.
