From Times Staff and Wire Reports

About 400 farmers and laborers chanting “water” and waving signs saying “People Not Fish” marched against what they call excessive environmental protections at agriculture’s expense in drought-plagued California. The rally, the second in recent weeks, began outside a building where the state Water Resources Control Board held a daylong hearing examining, among other things, whether chinook salmon are being protected. The demonstrators marched on the Capitol in a two-block stream that choked streets, forced state police to halt cross traffic and brought curious state workers out to watch.
