It is hard to imagine how anyone could serve up a more indicting litany of incompetent, hostile, defensive and wasteful bureaucracy than did Diane Calkins in exposing the San Diego County Department of Animal Control for precisely what it is (“Department of Animal Control Is Not Living Up to Its Name,” March 8).

And, as she points out, still the county refuses to take corrective action.

Damning as her commentary was, Ms. Calkins was still far kinder than she need have been.

Those of us who have dealt with the Animal Control Department over the years, in trying to end the cruelty of pound seizure, have long realized that our county will never have a humane, efficient public shelter system until its present director and her overpaid administrators are swept aside, to be replaced by a staff dedicated to service to our citizens and humanity to our pets.
