TWO FOR ONE: The new car-pool lanes along Interstate 5 south of El Toro Road will mean extracting small sections of wetlands along the San Juan, Oso, Trabuco and Aliso creeks. But county officials say that new wetlands--twice the size of what’s lost in South County--will be established along the Santa Ana River between Gypsum Canyon and Weir Canyon roads. Both the car-pool lanes and the new wetlands are to be paid for from the county’s Measure M funds.
