Ueberroth and Rebuild L.A.

President Bush has announced that some $600 million in low-interest loans and other aid will be available for rebuilding Los Angeles. I have one question: Where was all this money when funds were requested to build businesses, education and jobs and other economic opportunities in Los Angeles?
