2 Arrested in Fatal Shooting at Fullerton Party

Two men have been arrested in connection with the fatal shooting of a Yorba Linda youth during a party in February, police said Wednesday.

Nam H. Cai, 17, was killed in the Feb. 28 shooting in the 2200 block of North Heritage Way, police said.

The shooting occurred after rival gang members began to argue, Sgt. Danny Becerra said.

Two alleged gang members--Vinh Hon Quach, 23, of Anaheim and Phung Khac Vo, 20, of Fullerton--were arrested earlier this week. They are in Fullerton City Jail in lieu of $250,000 bail each.

Police also arrested Vinh Quach’s brother, Tony Thanh Quach, 30, after officers found a sawed-off shotgun and a reportedly stolen handgun in his Anaheim apartment. Tony Quach also had paraphernalia commonly used in home-invasion robberies, such as ski masks and rope, Becerra said.

Tony Quach is in Fullerton City Jail in lieu of $25,000 bail and is not a suspect in the shooting, Becerra said.

In an unrelated case, Fullerton police arrested a man and woman in Saturday’s stabbing of Kathleen Marie Chairez, 28, of Buena Park. She is listed in serious but stable condition at Western Medical Center-Anaheim with multiple wounds.

Chairez told police that she had been spending the evening with Melinda Virginia Ramirez, 23, of Anaheim and Francis Xavier Lucero, 23, of Fullerton and Ramirez’s brother, Edward Ramirez, 20, at Lucero’s home. An argument began, then Chairez left the house and walked to a nearby convenience store to call a friend to pick her up, Becerra said.

While on the phone, Melinda Ramirez and Lucero drove up, allegedly dragged Chairez into a car and drove off, Becerra said.

Chairez told investigators that she was driven to Buena Park High School on Magnolia Avenue, where the two pulled her out of the car, beat her with a beer bottle and stabbed her several times, Becerra said.

Ramirez and Lucero then put her back into the car and drove to the intersection of Orangethorpe and Magnolia avenues, where Chairez got out of the car and yelled for help, Becerra said. Ramirez and Lucero then drove off as a passerby aided Chairez, Becerra said.

Lucero and Ramirez are in Fullerton City Jail in lieu of $250,000 bail each, said Becerra, who also said investigators are still looking for Edward Ramirez of Anaheim for questioning in the stabbing.
