Federal prosecutors have notified Sen. Charles S. Robb (D-Va.) that he is a target of a grand jury that is investigating the illegal taping of a telephone call of Virginia’s Democratic Gov. L. Douglas Wilder, according to sources familiar with the investigation.

The sources, including an official at the Justice Department, confirmed Thursday that Robb, who previously had been told he was not under scrutiny, has become a focus of the yearlong investigation. Robb reportedly became a target as the result of details supplied by former aides who are cooperating in the investigation, the sources said.
