STILL JAMMED: City police departments booked almost 35,000 arrestees into County Jail in fiscal 1991. But a new county grand jury report shows that since the county started charging cities a $154-per-inmate booking fee this fiscal year, cities have cut the number sent to the jail almost in half. . . . But, says Assistant Sheriff John (Rocky) Hewitt: “Our jail population is still as overcrowded as it ever was.”
