GOING ON 20: County Supervisor Thomas F. Riley turned 80 Monday, and his staff surprised him with a party. . . . “There’s a lot of us,” Riley says of his age group. “And we still think pretty good too.” Riley, reflecting on his political career after a distinguished military career, says that when Gov. Ronald Reagan appointed him in 1974, “I told him I’d accept, but only for two years.” It will be 20 when his term ends in 1994.
