PACOIMA : City Permit to Sell Alcohol Is Denied

A Pacoima grocery’s application for a city permit to sell beer and wine was rejected Friday even though the store had proposed selling only unrefrigerated beverages to avoid adding to the area’s severe problems with crime.

Los Angeles city Associate Zoning Administrator Jon Perica said he turned down the application from the Pic ‘N’ Save Store at 9727 Laurel Canyon Blvd. because the crime rate in that neighborhood is more than twice the city average and because seven other markets already sell alcohol within a one-block radius.

He also noted that the Pacoima area has the highest incidence in the state of arrests for driving under the influence of alcohol.

Los Angeles and other cities require alcohol sellers to secure a local permit before applying for a state license from the Department of Alcoholic Beverage Control.

Ted Daymarsh, a consultant to PNS Stores Inc., which operates Pic ‘N’ Save outlets, said the company asked to sell only warm beer in six-packs and corked wine bottles. He said it is unlikely that the company will appeal the decision to the Los Angeles City Council.
