TENANTS WANTED: New home construction in Orange County may be slowing (D5), but it’s a bullet train compared to the pace of office and industrial building. The value of such construction permits issued here the first half of 1992 plummeted 39% from a year earlier. . . . Developers overbuilt in the booming 1980s, when lenders were eager to finance commercial construction. The result: a glut of fancy office towers that will take years to fill, says industry consultant Michael Meyer.
